 Facing inescapable financial collapse that would soon plummet their nation into     third world status, the Mexican government resolves to sell a portion of the           Baja Peninsula with expectations of preventing such a devastating future.

As a few overseas governments express interest in the      purchase, United States Ambassador Owen Crawford and his superiors must act quickly in their attempt to obtain the            land so that a potentially hostile foreign power does                  not establish annexed territory in the region.

In rationalizing that the development can have only one eventual outcome, Min Raymond and her cell of operatives attempt to benefit North Korea by orchestrating a series     of sabotage missions on the peninsula in the hope of misleading two global superpowers into a state of war.
